Is it safe to charge mobiles/laptops from the sockets in trains and busses

The only distinction between the industrial wall sockets and therefore the ones found in trains, on air planes, etc. is that the voltage offered at the socket. we have a tendency to usually get a 230V, single part, AC offer on the bottom, whereas these mobile sources of power supply somewhere around 110V, single part AC power.
